For years, the civilian review board has had four vacancies out of nine positions, indicative of the erosion of interest in the once-controversial board by city officials and police. Baltimore's board sometimes gets misconduct complaints from police after the cases have already been closed, and the panel's recommendations - which are not made public - are very rarely followed.
